I called Animal Welfare Society since Waterboro is under their jurisdiction. This dog came to them last fourth of july as a stray but was reclaimed by owner on microchip. They can not take the dog back since it only came to them as a stray/RTO. I emailed the owner on microchip again hoping for a follow up.
